This weekend, I'm going to be opening a piratepad for the development of civilization ideas that people could find interesting to interact with - the primary goals are ideological differences to exploit, governmental and racial behavior quirks, and civilization niches that haven't been filled by other people as of yet. The goal of this project of mine is to add as many civilizations as I believe I can handle running to the thread for the purpose of making it interesting for anyone who posts, regardless of the activity levels of other GC members. While I can almost assure you that I won't be posting several times a day if I'm working up posts for multiple civilizations, I'll still try to use my free-time to post for people on request or daily if I have nothing else to do for my college classes. This does of course mean we can't have anything particularly difficult to RP (such as an insanely alien way of thought in a proper civilization, and I don't mean behavior like 'everything is ours' such as with the Mantas) lest I have trouble managing all of them.
What you're intended to do in helping with this is to offer up ideas of civilizations you think would be especially fun for you to interact with or any niches that need to be filled in the thread that haven't been (And are not planned to be) filled, along with helping with fleshing out the ideas that exist and may be given in order to have them ready before month's end.

I've already looked at theocratic xenophobes, though I can probably get two types in if I arrange them to be different enough. Would likely be in societal views/treatment along with their governmental policies.

It took a week but I think most of the ideas are developed enough for me to start arranging them for use, some ideas will likely take input from others in the thread administration, but overall I'm fairly pleased...mostly. The pad will continue some development on further ideas over the week but I'm going to be getting started with sheet development on the few that are close enough to being ready to join the scene.
